The National Asset Management Agency is a bad bank created by the government in 2009 in response to the property bubble to acquire bad loans from banks. The paper value of these loans was €77billion. The assets on which these loans were taken out had a paper value of €88 billion. After the crash the real value of the assets was about half of the paper value. If the banks declared this on their books they would be required to fold.
NAMA engages in selling these loans to vulture funds on the ‘nation’s behalf’. The assets relating to these loans are often apartment buildings with residents living there.
Ireland has among the weakest tenancy rights in Europe relating to security of tenure. It is illegal to arbitrarily increase rent by more than 4% a year. Unless you are planning to ‘sell’ or ‘implement major refurbishment’ which allows you to evict the current tenants. When you rent the property out again a landlord / vulture fund can charge full market rate. This is happening a lot.

On 31st August 2017 Stephen Watson died sleeping rough in a shop doorway at 4am on Suffolk Street, Dublin.
On 31st August 2017, a 26 year old homeless mother of two died in emergency hotel accommodation in Kildare in which she was living with her two young children. Her name has not yet been released.
